1. SAFE Uncovers Over $16 Billion in Illegal Money Transfers in First Half of 2011

The State Administration of Foreign Exchange (SAFE) has uncovered almost 2,000 cases involving illegal money transfers in the first half of this year. Those cases have involved more than $16 billion, and both the number of cases and the amount of money involved has increased by about 25 percent compared to the same period last year.

These "hot money" transfers are offer done under the cover of fake contracts, or settlements that are made in exchange for supposed land purchases. According to Deng Xianhong (鄧先宏), the deputy director of SAFE, "fines and confiscations in 2011 have already reached 260 million yuan in the first half of 2011, the total sum for the whole of 2010 was 243 million yuan."

Investigations into the illegal hot money has rapidly increased this year and have been helped by the introduction of a new auditing system that helps them track and flag suspicious activity.

2. State Council Recommends Making Local Government Spending More Transparent

Yesterday the Legal Affairs Office of the State Council released a draft document that called for new regulations that will attempt to place legal requirments on the managment and administration of government affairs for the first time. The suggestions emphasize that the government should be frugal, transparent and be supervised by the public. The draft regulations also say that "three public expenditures" (referring to spending on overseas travel, the official car pool and of hosting events) of local governments above the county level should be published. Governments are also forbidden from purchasing luxury items or building high-end offices. In addition, government vehicles should all be ordinary models and they should not accept donations of cars from enterprises.

 3. Football Corruption Trials to Begin Next Month

After more than 2 years, a nationwide investigation that uncovered corruption at the highest levels of Chinese football, will enter its final stage, as trials involving some of the highest footballing officials caught up in the investigation are about to begin in the north eastern province of Liaoning.

According to domestic media reports, prosecutors will officially bring charges of corruption and match-fixing against various officials and coaches arrested as part of a national campaign that was launched in Oct. 2009. Those who are likely to be tried in this first round of court hearings include Yang Yimin (楊一民), the former deputy director of the China Football Association, Zhang Jianqiang, former director of women's soccer association and Gao Hui, former coach of the second division Yanbian Changbai Tigers Football Club.

多地紅十字會強收學生會費 公眾本能抵制捐款

近日，西安、南京、長春等地陸續曝出中小學生被學校“要求”加入紅十字會，參加青少年運動項目并繳納會費的新聞。

還沒有從“郭美美事件”中脫身的紅十字會再次陷入全民聲討的泥淖中：“強制捐款”、 “斂財”、“坑學生”……媒體的口水和網友的板磚恨不得將紅十字會就地處決。

反應最快的當屬西安市教育局，媒體報道后，他們立馬順應民意，叫停紅十字會的青少年項目，并要求已經上繳的會費全部退還。

雖然說國際上對于青年參與紅十字會人道主義運動已經有上百年的傳統。但是，這樣的傳統一傳播到中國，似乎更多的被打上了行政性和強制性的標簽。紅十字會雖然達到了短時間斂財的目的，但卻長久的損害了紅十字會的形象與公眾對慈善事業的信心。

教育部：連續兩年就業低于60%專業將停辦

2012年，全國普通高校畢業生規模達680萬人，比2011年增加20萬。為應對大學生就業難，昨天，教育部下發了《關于做好2012年全國普通高等學校畢業生就業工作的通知》。教育部表示，就業率連續兩年低于60%的專業，調減招生計劃直至停招。

為幫助畢業生找工作，教育部部長袁貴仁表示，明年7月前要全面推廣使用“全國大學生就業信息服務一體化系統”，積極探索使用手機信息報、微博等新媒體，建立和完善高校畢業生就業供求信息共享機制。

熱錢撤離促外匯占款下降 央行或提前調整存準率

中國人民銀行21日發布的初步數據顯示，10月份新增外匯占款減少248.92億元，為近四年來首次出現負增長。對此，業內人士普遍認為，近期對“熱錢”的遏制使其開始撤離，促使此次外匯占款下降，其或使央行提前調整存款準備金率。

對此，中金公司研究報告稱，外匯占款在10月份出現了凈減少，與“熱錢”大幅流出有關。

農業銀行宏觀經濟研究員付兵濤認為，目前下調存款準備金的可能性已經比較大，但新增外匯占款轉為負增漲暫不足以支持存款準備金率馬上下調。

北京規定官員須上報住房投資及配偶子女從業等

據了解，《北京市貫徹落實〈中國共產黨黨員領導干部廉潔從政若干準則〉暫行規定》于2011年10月10日由北京市委辦公廳正式頒布施行。

全國版《廉政準則》要求，黨員領導干部應當向黨組織如實報告個人有關事項，自覺接受監督。針對這一要求，北京市的《暫行規定》將“有關事項”予以細化，規定包括黨政“一把手”在內的黨員領導干部，在參加民主生活會和述職述廉時，要向黨組織如實報告住房、投資及配偶、子女從業情況等有關事項。

萬科、中海等標桿房企降價超過10%

據經濟觀察網報道，緊縮的房地產調控沒有任何松動跡象，樓市銷售乏力，降價銷售成為眾多開發商的必然選擇。近兩個月來，十大標桿房企中已有過半進行大規模降價促銷，中海、保利、萬科等房企10月銷售均價環比降幅超過1成。

龍湖地產執行董事秦力洪在2011中國藍籌地產論壇上表示：估計短期內政策放開、市場反彈的可能性非常小。房地產企業必須做好一個相對長期的，從緊的準備。在這個環境里，只要還能夠賣房子就可以，至于價格、利潤可以先放一放，先把比較冷的這一段時間過去。

金科集團副總裁李戰洪亦表示，近期開發商應該淡化利潤率，以現金流為導向，準備過冬，這個時候現金為王。

中石油新疆油田公司高管被曝使用德國百萬豪車

高油價時代，在石油巨頭的“天價酒”、“天價吊燈”、“天價名片”等系列奢侈消費風波之后，“不差錢”的中石油又被曝出其下屬分公司為高管配備百萬豪華越野車。

近日，有網友發帖稱中石油新疆油田公司下屬單位領導大量使用從日本和德國進口的高檔超豪華越野車。帖子中稱“其中新疆油田公司的一個處級單位新疆油田物資供應總公司，基本上主要領導都配備一輛專車。機關車隊共有一輛大眾途銳、四輛蘭德酷路澤、一輛普拉多、兩輛奧迪，全部超過中央規定的用車標準”。

據了解，中國石油新疆油田公司是隸屬于中國石油天然氣股份有限公司的一個正局級單位，而新疆油田物資供應總公司是其下屬的一個處級單位。發帖人稱，“新疆油田物資供應總公司的人并不多，全部的在職職工只有1000多人，但是每年的用車費用都高達上千萬元，浪費相當嚴重”。

歐債危機愈演愈烈 五國領導人下馬成"炮灰"

20日，西班牙大選塵埃落定，反對黨主席馬里亞諾·拉霍伊將接替此前宣布放棄參選的現任首相薩帕特羅組閣。至此，不到一年時間，遭遇歐洲債務危機打擊的愛爾蘭、葡萄牙、希臘、意大利和西班牙都實現了政府更迭，五國的領導人紛紛成為歐債危機的“炮灰”。歐洲人希望，新人上臺能帶領這些國家早日走出危機，但換人成效如何，目前還是個未知數。

美兩黨減赤談判失敗 奧巴馬指責共和黨"絆腳石"

美國國會“超級委員會”21日宣布，美國兩黨未能在規定期限內就未來十年削減1.2萬億美元的赤字達成協議。美國總統奧巴馬當天指責國會共和黨人是談判失敗的主要“絆腳石”，并威脅如果國會試圖阻撓2013年起自動削減開支，他將堅決行使否決權。

奧巴馬在當天的記者會上表示，已經有一些國會議員試圖取消這些自動削減的開支項目，而他將否決任何試圖阻礙自動削減開支的法案。

在減赤的問題上，兩黨的主要分歧在于，民主黨認為應該向富人征稅，并維持醫療保險等社會福利；但共和黨則堅決反對向富人征稅，反對政府增加開支。這種分歧實際反映了美國兩黨長期以來根深蒂固的理念之爭。而談判失敗之后，一些民主黨主張的國內開支和共和黨力挺的國防開支將被削減，這可謂是兩敗俱傷。
