Members of the 11th National People's Congress (NPC) and the Chinese People's Political Consultative Conference (CPPCC), known as the two sessions (兩會) in Chinese, meet this week with the annual CPPCC opening on March 3 and the NPC meeting getting under way on March 5. The CPPCC is a forum for China's alternative parties to put forward proposals to government. One of this year's most well-supported proposals is one calling for greater access to finance for the country's small- and medium-sized enterprises.
