To mark the 16th World Mental Health Day, an NGO called Mental Health and Social Observation (精神病與社會觀察) along with the Shenzhen Equity and Justice Initiative (深圳衡平機構) published a report analyzing the system by which patients are accepted to receive treatment at the country's mental health institutions. The report states that the current system has "huge shortcomings" and is "chaotic," the report also goes on to say that those who should be receiving treatment are often not being cared for due to their inability to afford treatment or other reasons, while at the same time, many who are not ill are "commited" against their will.
