A 2011 annual performance report on 152,000 agencies around China released on Aug 13 showed that 492 billion yuan was illegally used and 29 billion yuan was wasted or lost.

Last year, the National Audit Office conducted an all-round audit of government bonds from 1979 to 2010, covering local governments at the provincial, city and township levels. More than 123 billion yuan was retrieved and nearly 15 billion yuan in fiscal expenditures was reduced.

This all-round audit found 1,577 illegal activities involving 2,395 people. Local audit offices also audited 39,600 individuals last year and found that 21.76 billion yuan was wrongly-used or wasted. 69 local officials and 364 public servants found responsible were reported to police.

Last year was also the first time for the National Audit Office to check accounts of the central government budget. 46 high-level officials, including 35 provincial or ministerial-level officials, were audited.
