    Beijing Seeks to Close Salary Gap
    Summary:


    The Legislative Affairs Office of the State Council has started public consultation on the draft Regulations on the Personnel Management of Public Institutions (事業單位人事管理條例), which will synchronize salaries and pensions for state workers across the country.


    The draft regulation seeks to limit the income gap between the highest and lowest paid workers at state institutions, as well as improving their social insurance.


    Responding to the widening income gap, many deputies to the People’s Congress have called for action on income distribution at public institutions, ministries, and enterprises.


    The draft regulation also suggests a method for resolving conflicts between employees and their governmental employers.


    Employees who are unhappy with official evaluations of their performance, would have the right to appeal for a reevaluation within 30 days, and could appeal again within 15 days if they weren’t happy with that result.


    The government is accepting public comments until Dec. 30 via the website http://www.chinalaw.gov.cn/  and in emails addressed to sydw@chinalaw.gov.cn.

    General Office of the State Council released nine corresponding regulations for the reform

    Draft for public opinions of Regulations on the Personnel Management of Public Institutions (《事業單位人事管理條例》) is released.
