    Regulations Aim to Improve Transparency of Local Government Spending

    Yesterday the Legal Affairs Office of the State Council released a draft document that outlined new regulations that will for the first time attempt to place legal requirments on how government affairs are managed in China.

    The suggestions emphasize that the government should be frugal, transparent and open to supervision by the public.

    The draft regulations also say that the "three publics" (referring to spending on overseas travel, the official car pool and the hosting of events) of local governments above the county level should be made publicly available at regular intervals.

    Governments are also forbidden from purchasing luxury items or building high-end offices. In addition, government vehicles should all be ordinary models and governments should not accept donations of cars from enterprises.
