1. Central Government to Spend 50 billion Yuan on Pre-School Education
Over the next three years, China plans to either exapnd or open more than 90,000 new kindergartens, offering an additional five million places for Chinese children.
The Ministry of Education also said that they will introduce new regulations covering the management and study fees charged at both public and private kindergartens before the end of the year.
According to Ministry of Education, over the coming five years, the central government will also put aside 50 billion yuan in funds to support the the development of pre-school education in rural areas of western and central China and in some less-developed eastern regions. This is the first time that the central government has set up a fund to supportpre-school education in China.
2. CPI to Expected Rebound in September
According to the latest data released by Ministry of Commerce, prices of key agricultural products have continued to rise in recent weeks, raising concerns that the pace of year-on-year increase in the CPI figure for September might have increased again, after falling to 6.2% in August from 6.5% in July.
From Sep 19-25, the average wholesale price of 18 kinds of vegetables increased 4.2% compared to the previous week. Tomatoes topped the list, rising 13.6% over the week.
3. Beijing University Publishes Report on Transparency
Peking University's Center for Public Participation Studies and Support yesterday published a report analyzing and ranking the performance of 43 central government ministries under the control of China's cabinet or State Council, 30 provincial governments and some local governments located in 6 provinces, in terms of openess and transparency in 2010. According to the report, 35 of the departments received less that 60 points, with the Ministry of Supervision receving the lowest ranking. The Railway Ministry was third to last on the list. Only 8 departments "passed" with a score of more than 60 points. The average score of all 43 departmets was 51.

1.明起全國動車組將實行網絡售票
明天開始，全國所有動車組將實行網絡售票。如果您打算乘坐動車組出行，9月30日起完全可以輕點鼠標，到鐵路客服中心(www.12306.cn)上網絡購票。網購后可以持二代身份證直接進站乘車，需要報銷的可到車站窗口、自動售票機或者就近代售點取票。
據介紹，一張有效身份證件同一乘車日期同一車次限購一張車票，可另為同行兒童購買一張兒童票。網站每日5：00-24：00提供售票服務。
自此，網絡訂票可代購。只要登錄網站完成用戶注冊后，便可以在資料中“添加常用聯系人”，輸入親朋好友的姓名、身份證號碼、手機號碼后就添加完畢。購買車票時，包含自己以及其他聯系人自動出現在購票頁面，選中后便可以為別人代購車票，但一次最多代購五張。
2.天宮一號今晚發射
據中新網報道，中國首個目標飛行器“天宮一號”今日將擇機發射，中國載人航天工程首次空間交會對接任務正式開始實施。據悉，“天宮一號”將分別與隨后發射的“神舟八號”、“神舟九號”、“神舟十號”飛船對接，從而建立第一個中國空間實驗室。
9月28日，中國載人航天工程新聞發言人在酒泉衛星發射中心宣布，天宮一號/神舟八號交會對接任務總指揮部第三次會議研究決定，“天宮一號”目標飛行器瞄準9月29日21時16分至21時31分窗口前沿發射。
按照計劃，中國載人航天工程首次交會對接任務，將首先發射“天宮一號”目標飛行器，之后發射“神舟八號”飛船，實施無人自動交會對接試驗。“天宮一號”飛行的主要任務是，為實施航天器空間交會對接飛行試驗、突破和掌握交會對接技術提供交會對接目標，初步建立長期無人在軌運行、短期有人照料的載人空間試驗平臺，為空間站研制積累經驗，進行空間科學實驗、航天醫學實驗和空間技術試驗。
3.物價連漲6周 9月CPI或將反彈
9月份國內大部分商品價格再度出現較大幅上漲，根據商務部9月27日發布的數據，國內食用農產品價格連續第6周上漲。有些產品價格甚至創下歷史新高，多位專家分析表示，預計9月CPI將會出現反彈，東方艾格公司農產品高級分析師馬文峰給出的CPI預測是在6.3%左右，他同時表示，PPI或將出現小幅回落，預計在7.0%左右。
東方艾格公司認為，9月以來國內食品價格上漲的基本動力在于8月以來再度加快的貨幣投放，導致通脹預期再度加劇，壟斷企業繼續控制投放，推高食品價格。后期隨著央行有序回收過度的流動供給，物價有望進一步回落，年度CPI可能回落到5.2-5.4%的水平，PPI有望回落到6.2-6.3%的水平。
4.銀監會:房屋70年產權制約以房養老
28日舉辦的全國政協舉辦“大力發展我國養老事業”提案辦理會上，銀監會相關負責人表示，不少國家都采取了“以房養老”措施，應對人口老齡化，銀監會就此也展開了專項調研。但由于我國現有的制度房屋產權70年，“以房養老”難以推行。
此外，今年全國兩會，全國政協委員、著名經濟學者黃方毅在會上再次提交了“關于糾正企業退休職工養老金長期偏低的提案”，他認為，自1991年國家對企業人員養老金制度改革以來，由于改革時制度設計的原因，造成了企業退休人員養老金長期偏低，其根本原因在于制度設計上的問題，也就是“兩套制度”。
5.邵陽棄嬰案涉案12人被處分
據紅網邵陽報道，邵陽市市隆回縣高坪鎮“棄嬰”事件調查組明確表示，經過深入調查，事實已經查明。調查表明，該事件發生在2002年至2005年間，涉及嬰幼兒14名。其中，8名屬當事人非法收養的棄嬰，1名屬生父母非婚生育因無力撫養自愿送社會福利院，5名為當事人隱瞞血緣關系，將撫養的嬰幼兒說成是“棄嬰”。
調查結果成，高坪鎮計生辦、民政辦與邵陽市社會福利院沒有發生經濟關系。邵陽市社會福利院接受外國收養人、收養組織的自愿捐贈，符合民政部《外國人在中國收養子女登記辦法》的規定以及國際收養慣例。調查中沒有發現買賣行為。
在該事件中，有關工作人員工作不實，方法簡單，存在嚴重違規違紀問題。根據黨紀政紀處分的有關規定，邵陽市對周小芳、李子健等12名相關責任人員分別給予開除黨籍、撤銷職務等處分。
6.吳亞軍取代張茵成胡潤榜中國女首富
28日，胡潤公布《2011胡潤女富豪榜》及《2011胡潤全球白手起家女富豪榜》?！ ↓埡禺a董事長吳亞軍以家族財富420億元，取代張茵成為“2011年中國女首富”。與去年相比，吳亞軍家族財富增長50%，排名上升1位。吳亞軍同時也是今年全球白手起家女首富，以及《2003胡潤房地產影響力人物五十強》中唯一入選的女性富豪。
在今年的女富豪榜上，房地產行業以18人成為“造福能力”最強的行業，制造業以13名位居第二，金融與投資10位，排名第三。前三名與百富榜總榜上一樣。而前10名上榜女富豪中，有6位從事房地產，比例高達60%。
7.國慶期間氣溫變化大 北方普遍降溫
中央氣象臺今日發布未來10天（9月28日至10月7日）的天氣趨勢預報，預報指出，未來10天，江南、華南、西南地區大部降雨量一般有20－60毫米，其中華南南部有80－200毫米，局部地區可超過400毫米；華北地區東部、東北等地平均氣溫將比常年同期偏低1－2℃，全國其他大部分地區氣溫基本與常年同期持平；另外，30日前后，受冷空氣影響，黑龍江東部、吉林西部、遼寧中北部、河北北部、北京北部山區將出現初霜凍。10月1－4日，江漢、江南、華南北部等地的局部地區將出現3天左右的寒露風天氣。
8.美國打擊非法移民大掃蕩 逮捕近3千人
美國移民執法局(ICE)28日宣布，在過去7天的打擊非法移民的專項行動中，共逮捕了2901名有犯罪記錄的外國非法移民。
這個美國移民執法史上最大的專項行動，7天內共出動了全美24個移民執法局遣返非法移民辦公室的1900多名警員，并在聯邦和地方其它執法部門的配合下，在美國50個州和4個海外領地展開。從ICE公布的案例看，被捕者主要是拉丁美洲國家的公民。
