    Central Government Proposes 10 Measures to Address Affordability of Preschool Ed

    Yesterday, the State Council officially published several suggestions (dated November 21) outlining central government's approach to improving public access to affordable preschool education. The notice defined preschool education as a form of "public-welfare" and also stated that, starting from next year, in keeping with the current principle of families shouldering a reasonable share of the cost of non-compulsory education, the central government will require all levels of local government to budget for some preschool education expenditure - though no specific details on the amount of spending were included in the document. The notice also says the central government will establish more kindergartens across the country, while at the same time, continuing to encourage private kindergartens to play a major role in the sector.
