打, da, is "beat, hit, strike" while 黑, hei, refers to the color black and things with dark or illicit connotations. 打黑 means "crime crackdown". The term was first created by the Chongqing foreign affairs bureau to describe the local police's effort to tackle gang-related crimes. But later the term was used in conjunction with similar cases, including the crackdown on crime in China's football industry.

Having arrested 17 major local gang leaders including Wang Tianlun and Li Qiang, and having successfully executed their "protective umbrella" (保護傘，bǎohǔsǎn), the Chongqing crackdown on organized crime triggered a national spree in targeting local triads.

The second most well known crackdown occurred in China's football industry and sent dozens of high-level executives of the China Football Association (CFA), including Nan Yong, former deputy chairman of CFA and Xie Yalong, former board chairman of the China Sports Industry Group, to prison.

Chinese football players have long been criticized for their poor performance in international matches. But the exposure of illegal practices, including corruption and gambling in this field, is the first step to improve the industry.
